In the context of the Innovation Union, the European Commission has defined as a key objective the increase of public procurement of innovation, through the establishment of an EU financial support. Hence, a pilot call for proposals under CIP is planned to be launched in June 2011 as a test of the necessary support measures that have to be implemented.

At the end of last month, a workshop for experts on “Public Procurement of Innovation: Towards a European Scheme” was held in Brussels. This event aimed at developing the content of the CIP calls to be launched in June of this year, and gathering as well suggestions for the next budget period.

IPRs were therefore discussed, as an essential condition of innovation. Special attention was given to the unclear relation between IPRs, State Aid and financial compensation measures. All the presentations and a summary of the main outcomes of this workshop are available on the European Commission's website.
